Ambassador Ong Keng Yong

Executive Deputy Chairman of the S. Rajaratnam School of International Studies (RSIS)

Ambassador Ong Keng Yong is Executive Deputy Chairman of the S. Rajaratnam School of International Studies (RSIS) at the Nanyang Technological University in Singapore. He is concurrently Director of the Institute of Defence and Strategic Studies (IDSS) and Head of International Centre for Political Violence and Terrorism Research (ICPVTR) at RSIS. Mr Ong continues to hold the position of Ambassador-at-Large at the Singapore Ministry of Foreign Affairs. He is also Singapore’s Non-Resident High Commissioner to Pakistan and Non-Resident Ambassador to Iran. Mr Ong was the Chairman of the Singapore International Foundation (SIF) from 2015 to 2023.

Mr Ong was High Commissioner of Singapore to Malaysia from July 2011 to October 2014.  He served as Secretary-General of ASEAN (Association of Southeast Asian Nations), based in Jakarta, Indonesia, for five years from January 2003.

He was Singapore's High Commissioner to India and concurrently Ambassador to Nepal from 1996 to 1998.  From September 1998 to December 2002, he was Press Secretary to the then Prime Minister of Singapore, Mr Goh Chok Tong. From 2008 to 2011, he served as Director of the Institute of Policy Studies (IPS) in the Lee Kuan Yew School of Public Policy at the National University of Singapore.

Dr. Raditya Jati
Deputy Minister for System and Strategy
BNPB Indonesia

Dr. Raditya Jati is the Deputy Minister for System and Strategy at the National Disaster Management Authority (BNPB) in Indonesia. Prior to joining BNPB, he primarily worked in academic and research fields with prominent institutions such as the University of Gadjah Mada and the Agency for Technology Assessment and Application of Indonesia. He initiated the first Global Forum for Sustainable Resilience in Jakarta in March 2023. Dr. Jati has received numerous international awards, including those from the German Academic Exchange Service (DAAD) and Ritsumeikan University in Japan. He earned his doctoral degree in Environmental Science through a sandwich program between Universitas Gadjah Mada in Indonesia and the University of Utrecht in the Netherlands

Mr. Marco Toscano-Rivalta
Chief of the Regional Office for Asia and the Pacific of the United Nations Office for Disaster Risk Reduction (UNDRR)

Mr. Marco Toscano-Rivalta is the current Chief of the Regional Office for Asia and the Pacific of the United Nations Office for Disaster Risk Reduction (UNDRR). He has a wealth of expertise spanning more than 25 years, dedicating his career to international cooperation, collaborating with the UN and various international organizations. His extensive experience extends across both headquarters and fieldwork, focusing on critical areas such as sustainable development, disaster risk management, humanitarian relief, and the protection of refugees, IDPs, and human rights.

SAC Ling Young Ern
Deputy Commissioner (Operations & Resilience), Singapore Civil Defence Force

Mr Ling Young Ern joined the Singapore Civil Defence Force in 2001 and has served as Director Operations, Division Commander of 4th SCDF Division and 3 rd SCDF Division, Head Operations Branch of 1st SCDF Division and Officer Commanding of Jurong Island Fire Station. He has vast operational experience, having been involved in the management and mitigation of many major fire, hazmat and rescue incidents, notably the 32-hour fire at a large oil refinery on Pulau Bukom in 2011. Young Ern was seconded to the Ministry of Home Affairs (MHA) in 2008, to coordinate the national preparedness efforts in contingency planning and capability development for peacetime crises and terrorism incidents. In 2018, he was seconded to MHA as Senior Director, International Cooperation and Partnerships Division, taking charge of international government-to-government relations and driving capability development through partnerships with the industry and international organisations. From 2021 to 2024, as Deputy Commissioner (Future Technology & Public Safety), Young Ern led the digital transformation of SCDF, integrating advanced technology and data analytics across frontline operations, administrative and logistics workflows. He incorporated science and technology into SCDF’s training methodologies and facilities while driving research to improve SCDF’s fire safety regulations and firefighting technologies. Young Ern now leads the operations and resilience cluster of SCDF to develop new capabilities in operations and enhance the emergency preparedness of the community.

Dr. Phichit Rattakul 
President of Thai Network for Disaster Resilience

Dr. Phichit Rattakul is the President of the Thai Network for Disaster Resilience (TNDR). He served as the Governor of Bangkok from 1996 to 2000 and holds a Ph.D. in Chemical Engineering, which he earned from Brigham Young University in 1976.

Ambassador Benjamin Jeyaraj William
Secretary-General of Singapore Red Cross

Benjamin first joined the Ministry of Foreign Affairs in October 1981 and served as a Foreign Service Officer till his retirement in 2018. Benjamin served in various portfolios in MFA HQ and abroad. Benjamin also served in several Singapore Embassies overseas, including in Brunei, Philippines, the USA, and Laos. He last served as Singapore's Ambassador to the Lao People's Democratic Republic, from 2007 to 2011. In 2011, Benjamin joined SRC where he was involved in the restructuring of SRC, adopting a more corporate structure, with strong governance and management. He officially took over as Secretary General and Chief Executive Officer(SG/CEO) in March 2012, overseeing all the humanitarian work of the SRC, both local and overseas, including disaster response and recovery missions. Benjamin has overseen the transformation and growth of SRC, with SRC expanding its suite of humanitarian services to serve the vulnerable in Singapore, particularly the elderly, given the rapidly ageing population of Singapore. SRC has also been in the forefront of developing a robust and resilient society, promoting the learning of First Aid, and more recently initiating psychological first aid and promoting it amongst the public. SRC efforts have been widely recognised, receiving accolades from several government agencies, SRC has also seen its role as a thought leader in the field of humanitarian work grow significantly over the last few years. Mr William has served on the Boards of St Andrew’s Mission Hospital, Operation Mobilisation, Special Olympics Asia Pacific, and the People's Association (till June 2023), and is Chairman of the Sample Oversight Committee of the Health Sciences Authority. Mr William was awarded the National Day Long Service Medal in 2008 and the Public Service Medal (PBM) in 2023. For his efforts in promoting Lao-Singapore relations he was awarded the Friendship Cross by the Lao Government in 2011.

Mr. Brendan Moon AM
Coordinator-General of the National Emergency Management Agency of Australia

Brendan Moon AM is a highly experienced leader in the Emergency Management sector and has extensive expertise across disaster response, recovery, preparedness and risk reduction.

Brendan was appointed as the first Coordinator-General of the National Emergency Management Agency in October 2022 to establish an all-hazards, end-to-end agency to lead and coordinate Australian Government support for emergency management across Australia.

Prior to this national role, he spent 10 years with the Queensland Reconstruction Authority (QRA), starting as the General Manager, Operations in 2011 until his appointment as Chief Executive Officer in 2016. While with QRA, Brendan led recovery operations and state-wide reconstruction and recovery efforts for all significant natural disasters in Queensland since late 2015 until 2022.

Brendan is a regular contributor to national and international dialogues on disaster risk and resilience; addressing forums including the United Nations Office of Disaster Risk Reduction’s Asian Ministerial Conference, Pacific Regional Disaster Managers and the Asia-Pacific Ministerial Conference on Disaster Risk Reduction.

He is a passionate advocate for cooperation and collaboration across international, national, state and local agencies for disaster preparedness, response and recovery.

Brendan is a graduate of the University of Queensland and represented Australia in rugby internationally as a member of the Australian Wallabies. Brendan’s Order of Australia recognises his contribution to public administration and Australian Rugby Union.

Ms. Hang Thi Thanh Pham
Senior Resilience Officer
FAO Regional Office for Asia and the Pacific

Ms. Hang Thi Thanh Pham, a national from Viet Nam, brings over 30 years of experience in disaster risk reduction, climate change adaptation, and sustainable development. Her work spans across the Asia-Pacific region and she is currently serving as the Senior Resilience Officer at the Food and Agriculture Organization of the United Nations (FAO) Regional Office for Asia and the Pacific since 2016, leading the climate change and resilience module across the region. From 2010 to 2016, Ms. Pham was the Regional Programme Officer at the United Nations Office for Disaster Risk Reduction (UNDRR) Regional Office for Asia-Pacific, where she led on the Southeast Asia desk and facilitated discussions and process on disaster risk reduction strategies throughout the region. Prior to this, she worked as the Programme Coordinator for River Basin Development Planning at the Mekong River Commission from 2007 to 2010, focusing on sustainable river basin management. Her experience further includes her tenure as the Programme Officer and Focal Point for Disaster Risk Management at United Nations Development Programme (UNDP) Viet Nam from 1999 to 2007, where she managed disaster risk management programmes. With these experiences, Ms. Pham brings a unique perspective of community, national, sub-regional and regional learnings on disaster risk management across our region.

Ms. Adelina Kamal

Senior Advisor to Nexus Resilience Group

Adelina Kamal has distinguished herself in the disaster management and humanitarian sector, notably as the first female Executive Director of the AHA Centre during the period of 2017 to 2021, where she led ASEAN’s response to catastrophic disasters, earning the AHA Centre with the "Asian of the Year” award from the Straits Times Singapore. Prior to that, she worked for the ASEAN Headquarters for over two decades where she played a pivotal role in developing the ASEAN Agreement on Disaster Management and Emergency Response, leading the first ASEAN’s humanitarian operation following 2008 Cyclone Nargis in Myanmar and establishing the AHA Centre in its early years.

Adelina is currently a Senior Advisor of the Nexus Resilience Group, and a Steering Committee Member of the Southeast Asian Women Peace Mediators. Adelina has also been consulting for various organisations in the areas of disaster management, humanitarian assistance, crisis management, health, and public financing, and serves as a voting board member of the Melbourne-based Centre for Humanitarian Leadership Executive Committee, an Advisory Group member of the London-based Overseas Development Institute Humanitarian Policy Group, and an Early Member of the Association of Indonesian Society for Amnesty International. Adelina served as Associate Senior Fellow at the ISEAS-Yusof Ishak Institute in Singapore in 2022. She is also a regular guest lecturer at the University of Indonesia’s Master’s degree programme in Disaster Management. Adelina has a Master of Management from IPMI Business School Indonesia, a Master in Business Administration from Monash University and a Bachelor of Management from Trisakti Indonesia.

ASEC Bernardo Rafaelito R. Alejandro IV

ASEC. Bernardo Rafaelito R. Alejandro IV, CESO IV, MNSA, currently serves as the Civil Defense Deputy Administrator for Administration and Education in the Department of National Defense – Office of Civil Defense. A seasoned Career Executive Service Officer (CESO) with a rank of CESO IV, ASEC. Alejandro has dedicated over 23 years to the Office of Civil Defense (OCD). Additionally, he is a Naval Reservist holding the rank of COMMANDER, equivalent to LTC in the PH Army. ASEC. Alejandro has managed numerous high-profile disasters and events, including responses to typhoons, volcanic eruptions, and earthquakes, as well as coordinating major international events like the 50th ASEAN Summit and the PAPAL Visit. His extensive experience in disaster risk reduction and management has been instrumental in enhancing the country's preparedness and response capabilities. In addition to his national duties, ASEC. Alejandro actively participates in the activities of the ASEAN Committee on Disaster Management (ACDM), where he plays a pivotal role in fostering regional cooperation and collaboration on disaster risk reduction and management. Through his active participation in the ACDM, ASEC. Alejandro has significantly contributed to building a safer and more resilient ASEAN community, demonstrating his commitment to both national and regional disaster management efforts.

Ms. Debora Dian Utami Nugraheni
Director of YAKKUM Emergency Units Group on AI
Natural Disaster Management (FG-AI4NDM)

Debora Dian Utami—often called as Amie is currently the Director of YAKKUM Emergency Unit Indonesia—one of YAKKUM’s unit (Christian Foundation for Public Health) that was established in 2001 with focus on inclusive emergency response, disaster risk reduction, and climate change adaptation. She majored in Communication Studies from Gadjah Mada University and has been working in YEU since 2016. She started in the Information and Communication Division, documenting community resilience practices in disaster risk management in which some of the practices have won Gender Just Solution Awards and ACT Alliance Resilience Awards. In 2021, she became Program Manager, responsible for supervising the implementation of non-emergency projects of YEU on livelihood recovery, reducing plastic pollution, strengthening women resilience to climate change, locally led disaster preparedness and community-led innovation partnership. She is one of YEU’s focal points for climate change and community-based psychosocial support. With 8 years experiences in humanitarian, she has been engaged in different emergency responses and continue advocating inclusion and women leadership in disaster management and climate actions.

Dr. Iffah Farhana
Vice Secretary-General
U-INSPIRE Alliance

DR. IFFAH FARHANA ABU TALIB is currently the Vice Secretary-General of U-INSPIRE Alliance, a platform for Youth and Young Professionals in Science, Engineering, Technology and Innovation on Disaster Risk Reduction and Climate Change in Asia and the Pacific. She is one of the Co-leaders of U-INSPIRE Malaysia and a Senior Lecturer at College of Built Environment, Universiti Teknologi MARA, Malaysia. Her passions are on Disaster Risk Reduction in Built Environment. Her interests include Disaster Resilience; Business Continuity Management, Community-based Disaster Risk Reduction, Construction Project Management, Futures Literacy and empowerment of youth in disaster resilience at local and regional level. She graduated all her academic degree from Universiti Teknologi MARA (UiTM), Malaysia. Dr Iffah Farhana is active in academic research. She was awarded multiple international research grants on disaster related with young and indigenous people residing at Tasik Chini Biosphere, Malaysia. In 2022, she also was selected as one of the writing team for ASEAN Secretariat on Policy Brief for Disaster Management. Experienced being appointed as one of Scientific Committee Members - 16th Association of Pacific Rim Universities (APRU): Multi-Hazards Symposium with Disaster Risk Reduction Centre, and actively as a reviewer for the International Journal of Disaster Management (Tsunami and Disaster Mitigation Research Center). Dr. Iffah Farhana occupies her spare time by being a volunteer, where in 2017, she was selected as ASEAN Youth Leader representing Malaysia in a voluntary program at regional level. In 2021, she was appointed as UNESCO’s Junior Consultant for the Futures Thinking on Disaster Risk Reduction program. The program ultimately served as a catalyst for her to be invited as a speaker and keynote speaker, where she shared insights on Futures Thinking and Futures Literacy Labs from the perspective of youth and young professionals.

Mr. Said Faisal

CEO of Nexus Resilience Group

Said Faisal is the founder and CEO of Nexus Resilience Group, a company that provides specialised consulting and advisory services, training and development, and marketplace of ideas to strengthen resilience in Southeast Asia. He started his career as a manager trainee at Phoenix Home Life, a financial services company in Chicago, USA, in 1999 and concluded his full-time career as the founding Executive Director of the ASEAN AHA Centre in 2016. He was Deputy Minister and Head of Rehabilitation and Reconstruction Agency (BRR) of the Indonesian government following the 2004 mega tsunami that devasted Aceh and then served as Senior Advisor to the Special Envoy of the Secretary-General of ASEAN in Myanmar, responding to the 2008 catastrophic Cyclone Nargis. He was also a Senior Advisor to the Minister and Head of the Indonesian National Disaster Management Authority (BNPB), worked at the International Finance Corporation (IFC) of the World Bank, and was a Visiting Senior Fellow at the Rajaratnam School of International Studies (RSIS) Singapore. Said Faisal received his bachelor’s degree in economics/management from USK Aceh, Indonesia, and a master’s degree in insurance/finance from the University of Hartford, Connecticut, USA.

He earned his master’s degree in International Strategy and Diplomacy from the London School of Economics in 2014.

Dr. Monique Kuglitsch
Innovation Manager at Fraunhofer HHI & Chair
ITU/WMO/UNEP Focus Group on AI for Natural Disaster Management (FG-AI4NDM)

Dr. Monique Kuglitsch is the Innovation Manager at Fraunhofer HHI and Chair of the ITU/WMO/UNEP Focus Group on AI for Natural Disaster Management, which is currently transitioning into a Global Initiative. She also serves as an Expert in the Working Group on AI Capacity Building for the ITU/UNESCO Broadband Commission for Sustainable Development and supports the WMO Working Group on Digital Transformation for Hydrology and Water Resources. In her past role at the American Meteorological Society, M. Kuglitsch was the Lead Technical Editor for several journals (including the Journal of Hydrometeorology) and the Senior International Outreach/Communications Specialist. As a researcher, M. Kuglitsch has investigated past climate change, extreme weather events, and regional climate model projections. M. Kuglitsch has experience in fluvial and limnological field work, geochemical laboratory methods, applied mathematics and statistics, greenhouse gas emissions, and climate risk/impacts research. Her research has been published in high-ranking peer-reviewed scientific journals and books, cited in a past IPCC report and in Smithsonian Magazine, presented at academic conferences (with recent Keynotes at theEuropean Meteorological Society Annual Meeting, Copernicus Emergency Management Service Assembly, and European Geoscience Union General Assembly), and featured in the press (with interviews in The Washington Post, Women in Tech, and Forbes).

Dr. Sanjay Srivastava 
Chief of Disaster Risk Reduction Section, Information and Communications Technology and Disaster Risk Reduction Division (IDD) – UNESCAP

Sanjay K Srivastava, Ph. D (Applied Physics), is presently Chief of Disaster Risk Reduction at UN Economic and Social Commission for Asia and the Pacific (ESCAP). He was the Deputy Project Director of Disaster Management Support Programme at Indian Space Research Organisation (ISRO); Scientist/Engineer at ISRO HQ Bangalore since 1991. He is the recipient of ISRO’s Team excellence award in 2008-09 for his contributions towards harnessing space technology applications for the benefits of rural poor. Sanjay has been a lead author of ESCAP’s flagship publication – Asia-Pacific Disaster Report.
