A Dialogue between ASEAN and United Nations
“It Takes a Village: Inclusive Approaches to Enhance Disaster Resilience” This theme places emphasis on the importance of engaging the community to enhance disaster resilience in the region through a multifaceted approach. In 2023, ASEAN had adopted the ASEAN Leaders’ Declaration on Sustainable Resilience led by Indonesia as the Chair of ASEAN in 2023. UNDRR, as the custodian of the implementation of the Sendai Framework, supports the UN system wide efforts on resilience building and alignment with the 2030 Agenda. ASEAN and UN share an interoperable framework for global and regional mechanisms on disaster management, guided by the ASEAN-UN Joint Strategic Plan of Action on Disaster Management. The ASEAN-UN Dialogue will explore how regional and international frameworks on disaster management need to consider inclusive localised approaches to realise a truly disaster-resilient ASEAN community. High-Level Panel Discussion
“Local Insights for Global Impact: Zooming in on Community-Led Disaster Solutions” This sub-theme shifts the focus from macro, top-down strategies to bottom-up approaches. It explores the empowerment of local communities to enhance their disaster resilience through grassroots efforts, by leveraging knowledge and resources that local communities possess and incorporating them into disaster management strategies. Leaders from a wide-range of organisations are invited to share their experiences in providing an enabling environment for community-led resilience efforts in order to realise global agendas. “From Risk to Resilience: Empowering Vulnerable Groups in Disaster Management” with Q&A Session This sub-theme ventures into incorporating inclusivity in our resilience approach by exploring the needs of vulnerable groups that may have been overlooked. Discussing the benefits of inclusive strategies and collaborative approaches in enhancing the effectiveness of resilience-building initiatives, this sub-theme may incorporate youth-led engagement, on top of the pivotal roles placed by other vulnerable groups. Speakers on this panel are expected to share perspectives that promote inclusive approaches in community resilience building, particularly the voices of the youth, women, and people with disabilities, among others. Thematic Session 2
“Utilising Technology to Achieve Sustainable Resilience” This sub-theme explores how technology can be leveraged for post-disaster recovery and reconstruction, from recovery planning to implementation, while achieving sustainability in the recovery efforts. It will discuss how technology acts as a catalyst for sustainable development in the aftermath of disasters, thereby fostering long-term resilience. In this sub-theme, we would discuss the progress and challenges in institutional frameworks for recovery in ASEAN, including from the 2004 Indian Ocean Tsunami. Speakers on this panel are expected to highlight innovative global best practices in adopting frontier technologies in promoting sustainable disaster-resilience.
