ABOUT ASEAN STRATEGIC POLICY DIALOGUE ON DISASTER MANAGEMENT (SPDDM)

SPDDM is an annual strategic flagship event of the ASEAN Committee on Disaster Management (ACDM) hosted by Singapore since 2015. It is co-organised by the Singapore Civil Defence Force (SCDF)/ACDM Singapore, the ASEAN Secretariat and the ASEAN Coordinating Centre for Humanitarian Assistance on disaster management (AHA Centre). The inaugural dialogue in 2015 was mooted as a platform to share the achievements of the ASEAN Agreement on Disaster Management and Emergency Response (AADMER) Work Programme 2011 – 2015 and to chart new strategic directions for the AADMER Work Programme (AWP) 2016 – 2020.

Over the years, the SPDDM has evolved, exploring key regional and global disaster management topics, drawing interest from regional and international organisations, particularly the disaster management (DM) sector. The overarching theme of SPDDM 2024 is “It Takes a Village: Inclusive Approaches to Enhance Disaster Resilience”. This theme places emphasis on the importance of engaging the community to enhance disaster resilience in the region through a multifaceted approach and will be discussed in a dialogue format. The conference will comprise the following sub-themes for in-depth discussion:

  • High-Level Panel Discussion on “Local Insights for Global Impact: Zooming in on Community-Led Disaster Solutions”
  • Thematic Session 1 on “From Risk to Resilience: Empowering Vulnerable Groups in Disaster Management”
  • Thematic Session 2 on “Utilising Technology to Achieve Sustainable Resilience” with Q&A Session

SPDDM 2024 ATTENDEES

The event expects participants comprising high-level government officials, renowned academics and researchers, seasoned practitioners, including members of the civil societies, Non-Governmental Organistions (NGOs) and the private sector.

ABOUT THE ORGANISERS

Singapore Civil Defence Force (SCDF)

The Singapore Civil Defence Force (SCDF) is the national authority to provide fire-fighting, rescue and emergency ambulances services in Singapore. SCDF is also responsible to mitigate hazardous materials incidents, as well as formulate, implement and enforce regulation on fire safety and civil defence shelter matters. SCDF’s Ops Lionheart contingent is classified as a Heavy Urban Search and Rescue (USAR) team by INSARAG since 2008. SCDF is also the national focal point for ASEAN Committee on Disaster Management (ACDM).


The ASEAN Coordinating Centre for Humanitarian Assistance on disaster management (AHA Centre)

The AHA Centre was established on 17 November 2011 by the ASEAN Member States though the signing of the ASEAN Agreement on the Establishment of the AHA Centre. It was established following the mandate of the ASEAN Agreement on Disaster Management and Emergency Response (AADMER) in order to facilitate cooperation and coordination among ASEAN Member States and with international organisations such as the United Nations for disaster management and emergency response. The AHA Centre operationalises the regional coordination mechanism for emergency preparedness and response. The Centre is based in Jakarta, Indonesia.


ASEAN Secretariat

The ASEAN Secretariat was set up on 24 February 1976 by the Foreign Ministers of ASEAN. Its function is to provide for greater efficiency in the coordination of ASEAN organs and for more effective implementation of ASEAN projects and activities. In the building of a people-centre, people-oriented ASEAN Community that is globally respected, the ASEAN Secretariat’s mission includes, amongst others, facilitation and coordination with ASEAN stakeholders in realising the purposes and principles of ASEAN as reflected in its Charter. The ASEAN Secretariat is based in Jakarta, Indonesia.

The EU Delegation to ASEAN is one of over 140 diplomatic missions that represent the EU around the world. It was established in Jakarta on 8 August 2015, reflecting the EU’s growing engagement with ASEAN. EU-ASEAN relations date back to 1977 when official “Dialogue Relations” began. In 2020, the EU and ASEAN reached an important milestone in their longstanding relationship by becoming Strategic Partners. This elevates their partnership with a commitment to regular summits at the leaders’ level.
